The two police officers are bumbling idiots, like many of the denizens of Gravity Falls. The one effeminate guy who calls out "get 'em/him!" and giggles like a girl is clearly gay, but that is played for laughs as well. So are the two cops, even if you believe them to be gay.
Mabel got annoying and tiresome though, so I'll give you that.

Wendy was supposed to be a small town bicurious tomboy because to Hirsch representation only exists when it's two little girls kissing. Disney let him make the two cops be obviously gay throughout the series but he caused a rift with them because he kept pushing for more and more gay stuff orientating around little girls, on top of him acting erratic and needing a good deal of support to finish off his show. He killed Gravity Falls with his attitude and lack of structure. For example, Pacifica is based on a girl he was dating at the time (like many of his GF characters were based on people he knows), and when she dumped him he wanted to remove the character from the show, except that she had become a popular character nearly integral to the story, which meant that he wanted to re-write episodes that had already been written, and some that were in pre-production, which came back to bite him on the ass when he nearly delayed a few episodes. The Wendy story was also a bit creepy, Dipper's 12 and she's 16 in the show, but she also represents Daron Nefcy, Hirsch's crush from art school, so there's some age inappropriateness, but also he wanted to make Wendy a small town bicycle too. Also if you watch the series you also get the feeling that Alex does not respect the working class at all and considers 'intellectual creatives' a separate class of people, morally and ethically superior to 'mundane people'
Gravity Falls isn't bad, but I think it's more of the people around him at the time than him. The Owl House is terrible and lacks any of the charm that Gravity Falls did. In his defense he's not running the show though, someone else from Gravity Falls is. The art is lazy in comparison, the use of vector means they don't even bother to draw characters half the time or bother with animation speed, they just hit walk cycle and ignore how retarded it looks, ect. It's basically a shipping show for young adults to fantasise about the 13 year old characters getting together. The ratings are not good but it's critically acclaimed because it involves one of Alex's favorite subjects, underaged girls kissing each other.

No, not even close. In fact it suffers because of it's overall story arc. If it had focused more on the random mystery element instead of trying to create 'deep lore' the deep lore would have been created for them. It's greatest weakness is when it tries to be like Twin Peaks. Most of what they created, like the symbols referencing specific people in the show, serves no purpose and falls apart when they try to tie it into the story. From what I heard the people behind the show read a lot of /co/ and twitter and let that influence the creative decisions behind of lot of the plot. The majority of 'arc' episodes feel stuck together or unfinished, probably because according to Alex Hirsch himself, they didn't really know where they were going with it.

Except that it's not the same way Steven Universe was suppsoed to be a kid's show, or Adventure Time was supposed to be a kid's show, but ended up being aimed at a specific demographic of internet user. Same with the owl house, supposed to be a kid's isekai(?) story like amphibia except that it became more about hand holding for the twitter fiends that are just getting out of high school but can't stop obsessing about characters in junior high, which is why it got cancelled. Told that it no longer fits in with Disney's image, and the girl doing the show even admits it, has nothing to do with the voice actresses death. They're supposed to be for kids but the people behind the shows are weirdos with agendas so once they get going the tone and direction shifts away from child orientated to man-child orientated. Gravity falls starts off as a cute kids show but the longer it goes on the more inappropriate some of the themes become, as well as the usual bizarre self-loathing masculinity where it's bad to be a boy in any way shape or form unless specifically in a passive role to a woman, which is all Alex Hirsch's limp wristed flailing at his own lack of testosterone.
Big City Greens is a kid's show. Action Pack is a kid's show. The Ghost and Molly Mcgee is a kid's show. Chip n Dale's park life? Kid's show. Gravity Falls? Spent too much time on /co/. Same with the shows like Star Vs. Too much time on /co/ and /cuckqueening/. Shows like Clarence and Gumball? The fucking devil. Too entertaining with normal representation that isn't showing buttplugs in your nose. Gotta go.
