The reason there aren't too many homeless shelters is because the more of them you build, they encourage homelessness to fester. It's a Catch-22. On one hand, you want everybody to have a roof over their head, but on the other, you don't want them to get too comfortable so they never rise to their feet. Instead, we need more housing assistance and regulations which prevent new people from falling into homelessness.
