I think that with a combo of the watercolors, adjusting the transparency and playing around with the blend tool you'll be able to get something like that. You're certainly a far better hand than I am when it comes to shading so I'm not going to hazard any advice in that section.
One the other hand though, a physical watercolor is pretty cool to have, especially if it's your own, so don't let me stop you from doing that either anon.

Thanks to the anon that suggested Kitra. It crashes from time to time but it's very good.
There are some attempts to do "watercolor" in kitra.
In all cases I added a new layer beneath the "pencil" drawing above, and set the pencil layer to combine via "multiply" since it had no alpha.
the first image was just done with the trackpad.
2nd and 3rd were done with may wacom 3c (I think) using the water-C basic round grain brush, which I think is pretty good.
Just picked some arbitrary colors. Not bad. Will experiment some more tonight.

The key here was resizing the original image so the """drawing""" is a higher resolution. I did it 2x original size.
The pencil tool I'm using (Krita pencil-1-hard is pretty good for lines, but the one I'm using for tones (pencil-5-tilted) is garbage. You see the same pattern showing up in the dark areas. Looks very artificial.
If anyone has any suggestions for pencil shading tools on krita I'm all ears.

So I'm using Krita, and using A4 canvas size at 300 pixels/inch. I believe that's correct movie poster aspect, even though A4 is smaller.
The blue guides are taken from a movie poster layout template, as I want to leave room for text.
The background will remain white as I saw that was the case with many old 60s movie posters.
I'm thinking I'd make the full figure gahoole somewhat full color, though maybe stylized some, but the background elements in some kind of monotone color (blue or green tones) just to keep it simple. Will probably look better since my sills are pretty weak.
Rather than a sexy babe I put in flopson as your suggested "villain" is plainly Zach.

here's the current lineart. the vegas sign is a bit shitty but it's only going to be a few areas of color.
they overlap a bit because each is on a separate layer.
I had to redo most of it because I wanted to make sure I was always using the same tool at the same resolution with the same settings.
In the future it probably will make sense to do work on a standard a4 300 pixels/inch size or something.

Not bad in some ways but it's about as good as I can do currently. Learning a lot though.
Best things I learned was in regard to brushes. There's a brush set out there called "deevad" brushes. I'm typically using "deevad 2f basic flow" for most areas, it's very transparent and allows the smooth effects you can see on the face and suit.
Also using "deevad 2c hair for hair" which is also good.
Just finding those brushes was a boon.
Some bad things:
I'm trying to use masks for each area as I paint but it sometimes leaves gaps between color areas. Also it takes a while to set the masks up. Krita selection tools also tend to make the application crash.
Going to try and work on either flopson or Zach next as they look like they'll be hard to do well. Not sure what I'm going to do.

Now, as for your original question as to the drawing itself, I think the mask looks like your trying to hide from actually drawing the face. Not only that but the mask itself is just blank. Maybe add some detail that'll give some dimension or texture to the mask he's wearing (vents, fabric folds, cloth pattern, etc)
My best advice is try drawing a full plain face and adding features and details. Maybe look up reference photos and see how you can make the mask more form fitted to the character's face.
Other than that idk, maybe back up a bit so we can see more of the character or work more on the hair to make it look less scribbled in
pro tip: fill in with a dark purple, THEN scribble hair lines over with a lighter colour. But it's all up to you fam, keep at the good work and don't knock yourself down cuz it's a good start.
