Ever wonder why alex has such a white face in the original game? Propaganda is when you put a message in a piece of media with the intent to socially engineer society to your ideology.

I haven't researched it, but I'll still lean on HL2's black scientist guy likely not being put in the game as a propaganda piece, simply because game developers didn't really talk down to their audience in that particular way in 2004. It could have been a choice made 'just because' for artistic flavor, it could have been an expression of leftarded beliefs, or just an expression of normal average beliefs for the time. The people who made the games were of a generation that received a 'scared-straight'-style anti-racism education in school, memorizing the core tenants of MLK's I have a dream speech, saw Roots on TV as kids, etc. If they put the black guy in the game though to tell the player that black people can be scientists too, we're all the same, let's sing kumbaya now, then it is the literal definition of propaganda.
