Spam drives away users and there is lots of spam on such dead sites. Basically bots. Beyond that it is a catch 22. People want to get a thrill that someone will see their post but lower traffic takes away the thrill of actually having communicated. High traffic draws in traffic and low traffic draws in none. The only reason people use halfcuck is that it's high traffic and often people that are older, people that remember what freedom of expression we used to have, get range banned from halfcuck and with tor/vpn/etc no longer working they retire in places like here BUT in this particular area it does not even allow loli sooooo it's not going to be high traffic. Sleepy is higher but they don't even allow text style freedom of expression, thought crime modern reddit tier moderation, so that place stays low too.
