Not every gen y had it. Not the entire GENERATION. When they did it was not constant for everyone and often it was hindered in ways. At my school even proxy was blocked as a search query and I had no computer of my own until 18, in a house with no access once I was 18. Before then only closely watched family computers were there for homework that no one wanted to use. I had to bring my data back via cd-roms and my hax'd phat psp. When I was sixteen I got a dumb phone with a basic browser and they had the net data turned off on me so I could not look up whatever info I personally wanted without someone knowing. They had a family computer at that time peroid, that particular family. I had finally got roms and porn at 18 in other words, 2007, using a win98 computer and a hacked phat psp. Not everyone's lives were nice. Half the kids in some towns I was in growing up had no access, the ones that did often had dialup and often the parents would turn it off.

Not every kid TODAY has constant access. Many parents care about parental controls and restrictions.

Well, I grew up poor, in a small town, and I had it. Everyone I knew at my school did too. Everybody who was anybody was going on chat rooms, communicating with friends on instant messenger programs, playing online games, pirating, looking up porn, this was all a thing before Gen Z could reach a keyboard.

When Westerners refer to the culture of a generational cohort, they're typically referring to the culture of their own nation, or at least the wider zeitgeist of the First World. Technically they're part of the same generation in the Third World, but their experience is vastly different from ours, that's what I mean about them not mattering, in the context of this conversation.

E.g. "boomers were the first generation to grow up with TV" would be more agreeable than saying it was Gen X.
