Jordan Neely was a career criminal arrested dozens of times; he is said to have repeatedly preyed on the elderly and once kidnapped a child. Yes, the system failed him. He was only 30 years old, thus should've still been in prison for his rap sheet. Neely was a miserable loser, and Daniel Penny put him out of his misery.
